Virginia’s energy “market” is predominantly operated by a monopoly granted to Dominion Energy 100 years ago. This monopoly extends to both energy generation and distribution. In 2025, we are dealing with the consequences of this decision as our Commonwealth lags behind other states in the production of renewable energy.

Virginia is currently the conduit for 70% of the world’s internet traffic, which requires a sizable amount of energy, and those needs are only expected to grow. All the while, climate change continues to pose a threat to our way of life. In light of these facts, I propose the establishment of a well-regulated retail electricity generation market to drive down costs for consumers even as demand grows and incentivize the production of cheap, plentiful clean energy.
